Applicant must be a child (16 to 25 years of age) or surviving spouse (who has not remarried) of a deceased member of the U.S. armed forces who died in service in the line of duty or from a wartime service-connected disability after discharge, a 90% disabled member or 100% disabled member, including 100% due to individual unemployability, (rated by the U.S. Department of Veterans’ Affairs), a POW, or MIA.
